Directives to be followed while de-silting SWDs

The commissioner of Bruhat Bangalore Mahanagara Palike (BBMP) recently issued an internal office circular to additional and joint commissioners and chief engineers of all eight BBMP Zones regarding rules to be adhered strictly while de-silting Storm Water Drains (SWD).

#  To prepare a cost estimation to de-silt SWDs.

#  Photograph and video to be taken while de-silting SWDs.

#  Taking pre-measurements of the volume of silt compulsorily.

#  Locations to be identified in respective zones to transport and dispose silt. The place should be notified as silt disposal place.

#  The silt removed from the drains should be transported to the disposal place within 24 hours of its removal from the drains.

#  Photograph and video to be taken after the silt is disposed at the notified or identified disposal place.

Vacant plots in HAL II used as dumping ground

Two vacant plots in 1st and 2nd Cross of 9th Main HAL, 2nd stage are turning out to be big headaches for residents of the area, who say the land, infested with rats and mosquitoes, is being used by anti-social elements for drinking and other illegal activities as well as a garbage dump.

There are two sites which are lying vacant for the past 40 years. Plot number 421 and 395 are still owned by the original allotters, who have neither constructed any building on the sites nor bothered to maintain them properly.

Residents living nearby allege these sites are used by anti-social elements for drinking and other illegal activities as well. Mostly, these sites are being used as dumping grounds for garbage. Since the plots are open, people use them to answer nature’s call too, making these sites a public nuisance. Stink coming from the sites is unbearable.

On complaints from residents, four years ago a boundary wall was erected on one side on plot No. 421. But that did not work and people started throwing garbage packets and trees branches in the plot.

The two sites are infested with mosquitoes and rats. Last year, several dengue cases were reported from the locality. Residents fear it could be because of unhygienic conditions in the area.

Illegal parking creates mayhem in Thippasandra

Parking issue is bothering residents of Thippasandra for a long time. What is appalling is that vehicles are parked right below the no-parking sign. Even after several complaints and police patrolling, there is no change in the situation.

There are certain rules for parking in Thippasandra. Drivers and motorists can park their vehicles only on one side of the road. This is done for the smooth flow of traffic so that there is no road block due to double parking.

But it is seen that shoppers mostly park vehicles right behind the no-parking sign. Residents from 1st Cross have complained that of late, motorists have started parking their vehicles inside the residential areas of the colony,

blocking the entrance of homes. “Sometimes bikes and cars are parked right in front of our gate, blocking our way,” says a resident of the area.

After several complaints by residents, the police started keeping an eye on illegal parking on the main road. They have even fined violators.

But the situation remains unchanged in the interior side lanes and residential areas as these are not frequented by the patrolling teams.

One cannot overlook the fact that whole of Thippasandra is a commercial hub and parking of vehicles on the road creates regular traffic jams.

Sheer negligence by caretakers spoils beauty of park

A park known as ABC Park in Indiranagar 17th Cross is in a dilapidated condition. Residents allege neglect by the gardeners-cum-caretakers have led to such a deplorable condition of the park.

Cityplus published a report about the condition of the park in the March 2 issue. We talked to several residents in the vicinity to know more details. One of the residents and a regular reader of Cityplus, Hema Rangan, gave us some insight on the issue.

Hema has been staying in 17th Cross since 2000 when the park was not developed properly. After residents requested the authorities, the park was developed.

Present situation
Currently, the park is in a bad shape. Plants and flowers in the park hardly get water. Most of the plants are dying. Pathways are broken and there are fallen leaves all around.

Reasons

Residents of the area informed Cityplus about the reasons behind the decrepit condition of the park. The caretakers-cum-gardeners of the park, husband and wife duo, are not looking after the park properly. Instead of taking care of the park, residents allege that they are doing private jobs in surrounding residents’ houses. They wash cars and work as maid to earn more money.

The Indiranagar Welfare

Association is aware of the situation and made several complaints to the department concerned. But there is no response on the issue to date.

Overflowing drainage makes life miserable for residents

A crumbling underground drainage system that leads to overflowing of sewage has made life miserable for residents of Kodihalli.

Suman (name changed on request), a resident of 18th Main who have been continuously suffering from health problems due to unhygienic conditions, blamed the authorities for not taking any steps to mitigate their problems.

Bearing stagnant, stinking sewage on the roads, the residents are prone to several health hazards as the sewage water gets mixed with drinking water stored in the sumps.

“The sewage and overflowing manholes are our biggest worries. These problems are bothering the residents for a long time. We are facing difficulty on a day-to-day basis because of this,

Problem
The problem of sticking drains has been bothering the residents since 1996. From the last four days, water is over flowing from manholes. As the fear of diseases like dengue and malaria looms large, the residents are clueless what to do.

“Most of the drainage pipes in the area need to be changed as most of them are very small and damaged. As the population in the area has increased, the small pipes are overloaded. We complained many times but there is no response from anyone. BBMP does not pick our calls also,” said a resident of 18th Main.

Garbage and mud go inside the drain and block the sewage pipes. Residents allege that garbage collection is not being done on time in the area.

Civic issues continue to haunt residents

Various civic issues continue to bother residents of Indiranagar. From a long time, residents of one of the posh colonies in Bangalore have been complaining about the lack of civic amenities in the area.

Residents of the area allege that nothing is on time in Indiranagar. There is no coordination among various civic bodies as everyone tries to pass the buck to some other authorities. Calls and complaints by the residents on various issues are not responded.

One of the residents said, “We are tired of complaining now. The problems remain as it is even after several complaints.”
Some people are pulling in money to solve pressing problems instead of waiting for authorities to respond.

Traffic and rash driving

One of the problems faced by the residents of the area is traffic and rash driving. To de-congest the roads during peak traffic hours, residents requested several times to make some roads one way. But nothing has been done in this regard so far.

A change for the better in Indiranagar

There are always two sides of a coin, more so in Indiranagar. While on the one hand, residents are complaining about various civic issues not being solved, on the other hand, there are some improvements in amenities in and around Indiranagar.

Developments
1. A new traffic signal has been installed near HDFC bank in CMH Road. People had been requesting for one for quite some time. With the installation, traffic is moving smoothly on the road. Accidents have also decreased on the stretch. There is also a traffic inspector to manage the traffic at the point.

2. A new bus shade has been built in Old Madras Road opposite BDA complex, Indiranagar.

3. A two-wheeler parking has been made on one side of the CMH Road. Public transport system has also improved in the area as more buses are plying for different destinations.

4. The frequency of traffic police and police patrolling at night has also increased due to which residents are feeling safe.

Residents of Domlur Layout staged Rashta Roko against rash driving

Residents of 5th Cross in Domlur Layout staged a ‘Rashta Roko‘ or road-block near the bakery against rash driving by cab drivers.”Daily almost 200 cabs pass this road making it impossible for residents to move around. Most of the drivers drive rashly.” says a resident.

Recently, a five-year-old girl was hit by a car. After the incident, people from the locality raised their voice and protested against cab drivers. For some time, they stopped cab drivers. But soon, things were again back to square one.

On March 14, Domlur Association members discussed the issue and decided to approach the authority concerned. So far, the authorities have only assured them but in reality nothing has been done. People fear that if the situation remains as it is, some major accident is bound to happen.

Garbage everywhere, no one to clean up

Few localities in Thipasandra and nearby areas of Jeevan Bima Nagar are littered with garbage, creating completely unhygienic conditions in the areas. A group of residents talked to Cityplus about the problem and BBMP’s indifferent attitude to their pleas.

Residents allege that in that road, sweeping is done only once in a while. Residents contacted BBMP official several times but no steps have been taken so far.

“The BBMP’s control room for garbage-related complaints is 080-2266 0000, but if one calls that number, it will either show busy or will go unattended,” said Ashok, a resident of the area.

Garbage is even dumped near residential colonies. “Residents have tried calling up the authorities concerned a number of times, but they haven’t really taken any initiative so far,” says yet another resident.

With the door-to-door collection of garbage system not working as promised, people throw garbage by the roadside and places that are unoccupied. Most people don’t give a second thought before dumping garbage in footpaths.

Compost pit in the middle of park stinks

Regular visitors to the park in 17th F Cross Indiranagar are welcomed not by greenery but by a stench emanating from a compost pit in the middle of the park. On top of that, the walking track in the park is broken in most parts.    On one side there are so many well-maintained parks in and around Indiranagar while on the other side there are a few parks which are neglected and need maintenance.
Even after complaining several times about it, no one has bothered to take any steps. As a result, people are avoiding the park.

Stench in the park
The whole park is filled with fallen leaves. Huge heaps of leaves are dumped right in the middle of the park and now, stench is emanating from the uncollected leaves.
When people complained to the authorities, they replied that it was kept there for making compost. Those who used to come to the park regularly for exercise were surprised to find a compost pit right in the middle of the park.
As the place started smelling bad due to compost pit, visitors to the park started dwindling.
“Composting is a long process and stink is bound to come out of it. The initiative to make compost pit is right but the place is not right,” said a visitor of the park.
